Texas-Size Mudballs in GOP Senate Runoff

A bitter GOP primary contest in Texas for a U.S. Senate seat has come to this: an ad featuring a grieving mother who links one of the candidates to her son?s suicide.

A Texas super PAC is airing a TV ad that features a distraught mother who says Ted Cruz, a lawyer, ?should be absolutely ashamed of himself? for representing a key figure in Pennsylvania?s infamous ?kids for cash? scandal. In that case, two judges were convicted of taking $2.1 million from Cruz?s client in exchange for sending kids to private juvenile detention centers ? which were built by Cruz?s client. The woman?s son was among the kids sentenced to prison by one of the disgraced judges. Her son later shot himself to death.

The woman?s story is heart wrenching and the scandal is beyond awful. But Cruz had nothing to do with the criminal case. Cruz represented the prison builder in a related civil suit brought against his client by an insurance company. The ad falsely claims that Cruz argued that his client ?should not have to pay? for his role in a bribery scandal, when in fact his client had already agreed to pay $17.75 million in restitution to the victims, and would in fact have paid more if Cruz succeeded in his only role: getting the insurance company to kick in additional sums.

Big Race in Texas

The boast that ?everything is bigger in Texas? certainly applies to the state?s race for the Republican Senate nomination ? the most expensive race in the country. Nine candidates competed in the May primary and the two survivors ? Lt. Gov. David Dewhurst (45 percent) and Cruz (34 percent) ? are facing off in a runoff election on July 31.

The winner likely will be the state?s next U.S. senator, replacing the retiring Republican Sen. Kay Bailey Hutchison, so the GOP primary has been hotly contested ? to say the least.

Dewhurst alone has spent nearly $20 million ? more than twice as much as Cruz. Dewhurst also has benefited from a super PAC, the Texas Conservatives Fund, that is headed by one of his longtime aides, Rob Johnson. The fund has spent $2.5 million as of July 11 ? not including its latest TV ad, ?Ted Cruz Should Be Ashamed,? which was released July 23.

In the ad, Sandy Fonzo speaks about the ?kids for cash? scandal in Pennsylvania. In that case, two state judges,?Michael Conahan and?Mark Ciavarella?Jr., were convicting of taking more than $2.6 million in exchange for sending juveniles to for-profit detention centers.

Fonzo?s 17-year-old son, Edward Kenzakoski, was sentenced to prison by Ciavarella for what the Associated Press described as a ?minor drug paraphernalia charge.? Fonzo said her son later killed himself, and she blames Ciavarella.

The case is complicated, and the TV ad is confusing and disjointed ? in part because of the choppy editing of Fonzo?s interview, which deals with two separated but related cases.

A Criminal Scandal and An Insurance Dispute

The ad opens with Fonzo saying, ?Corrupt judges put my son in a for-profit juvenile detention center ? to make millions of dollars.? That?s clear enough, and accurate.

But then she says, ?Ted Cruz says his client should not have to pay, that the IRS is the victim, and not the kids here.? The accompanying text on the screen says, ?Ted Cruz?s client paid judges to put kids in jails he built.? Here, the ad is not talking about the criminal case against the judges ? and those who paid them ? but rather a related civil suit.

Cruz?s client was Robert Mericle, owner of Mericle Construction, who built two new for-profit prisons in Pennsylvania. Mericle testified that he gave the two judges payments totaling about $2.1 million. The owner of the facilities, Robert Powell, testified that he gave the judges an additional $600,000. The former judges argued in court that the payments were ?finder?s fees? for helping put Powell, owner of the facilities, in touch with Mericle, who built them.

Mericle accepted a plea agreement and testified on behalf of the prosecution. He pleaded guilty to failing to report a felony and is awaiting sentencing.

Cruz had nothing to do with the criminal charges against Mericle.

The young victims of the kids-for-cash scandal sued Mericle for civil damages. Mericle settled the case by agreeing in December 2011 to create a $17.75 million fund for the victims. The agreement (page 11) also says that Mericle will pay an additional $1.75 million into the fund ? if he wins his appeal of a lower court finding that his insurance company, Travelers Property and Casualty, did not have to pay for the victims? claims against Mericle.

Here?s where Cruz comes in. Cruz represented Mericle in the appeals case of the insurance dispute. On June 20, 2012, the U.S. Third Circuit Court of Appeals ruled against Mericle.

Now, let?s go back to Fonzo?s statement: ?Ted Cruz says his client should not have to pay, that the IRS is the victim, and not the kids here.?

It?s true that Cruz, while arguing the insurance case, said (at the 4:30 minute mark): ?The victim of that crime was the IRS, it was the federal treasury. It wasn?t the kids.? But Cruz was talking about the crime to which Mericle pleaded guilty. As the U.S. Attorney?s office explains, Mericle was charged with (and ultimately pleaded guilty to) failing to report the ?commission of a felony, a conspiracy between Michael T. Conahan and Mark A. Ciavarella, Jr. to defraud the United States of income tax due and owing for tax years 2003 and 2005 through 2007.?

Also, confused viewers may be left with the impression that Cruz was trying to help Mericle shortchange victims when Fonzo says, ?Ted Cruz says his client should not have to pay.? That?s misleading. As we explained earlier, the victims and their families ? presumably including Fonzo ? would have benefited if Cruz won the insurance dispute for his client. The $17.75 million victims? fund could have gained an additional $1.75 million, as stated in a press release issued by a law firm involved in the settlement when it was announced.

One last thing: The editing of Fonzo?s interview makes it impossible to know what she means when she says, ?That?s what my son?s life was worth, $500,? or whether she is blaming Cruz for such meager compensation. Rob Johnson, the executive director of the Texas Conservatives Fund, did not return a phone call. We also tried to reach Fonzo without any luck.

It is possible that Fonzo is talking about how much her family is entitled to under the agreement reached between Cruz?s client (Mericle) and the victims. The Scranton Times-Tribune reported on Feb. 29 that a state judge approved the agreement and that it would pay juveniles sentenced by the two judges between $500 and $8,200. But Fonzo said her son served time in prison, and those children would receive at least $5,000 if they were imprisoned in one of the new prisons built by Mericle and at least $1,000 if imprisoned in another facility.

In either case, Cruz had nothing to do with the creation of the fund or how much it pays victims. He was not one of the attorneys listed on the agreement. If anything, Cruz?s only involvement in the case would have resulted in more ? not less ? money for victims.

Gov't: says only 1 in 4 have HIV under control

WASHINGTON (AP) ? New government data shows only a quarter of Americans with the AIDS virus have the infection under control. Young people and blacks are least likely to get effective care.

That's slightly lower than previous estimates, and means more than 800,000 people aren't benefiting from life-saving drugs that also would lower their level of infection.

The Centers for Disease Control and Prevention says that's because nearly 20 percent don't know they're infected, and only two-thirds who are diagnosed are linked to a doctor. It says poverty and lack of insurance are the main barriers.

Just 15 percent of 25- to 34-year-olds have gotten the virus to low levels, less than half the rate of 50-somethings. And 1 in 5 African-Americans had the virus suppressed, compared with 30 percent of whites.

(AP) ? Coke and Pepsi are chasing after the sweet spot: a soda with no calories, no artificial sweeteners and no funny aftertaste.

The world's top soft drink companies hope that's the elusive trifecta that will silence health concerns about soda and reverse the decline in consumption of carbonated drinks. But such a formula could be years away.

That's because the ingredient that makes soda taste good is also what packs on the pounds: high-fructose corn syrup. Artificial sweeteners like asparatame that are used in diet drinks don't have any calories but are seen as processed and fake. Natural sweeteners that come from plants present the most promising alternative, but companies haven't yet figured out how to mask their metallic aftertaste.

Despite the complexities, soft drink makers push on in their search.

"I can't say when it will be here, but it's in the reasonable future," said Al Carey, who heads the beverage unit for the Americas at PepsiCo Inc., the world's No. 2 soda maker.

There's good reason that soft drink makers are so eager to tweak their formulas. Once a beloved American treat, sodas are now being blamed for the nation's bulging waistlines ? two-thirds of the country's adults are overweight or obese, according to the Centers for Disease Control and Prevention. That, coupled with the growing variety of flavored waters and sports drinks, has sent per capita soda consumption down 17 percent to about 1.3 cans a day since its peak in 1998, according to Beverage Digest, an industry tracker.

In New York City, a ban on the sale of sugary drinks bigger than 16 ounces in restaurants, theaters and stadiums could take effect as early as March. The mayor of Cambridge, Mass., proposed a similar ban last month. And in Richmond, Calif., voters will decide in November whether to pass the nation's first penny-per-ounce tax on soda and other sugary drinks such as fruit juices and teas.

All the negative publicity has some once-faithful soda drinkers cutting back. Krista Koster, a 29-year-old who lives in Washington D.C., used to down about two cans of soda a day. Now she's trying to kick the habit and be more conscious about what she drinks.

"I've just been hearing how bad soda is," said Koster, who works in public relations. "You start considering a lot of the ingredients, whether it's fake sugar or the real sugar."

High-fructose corn syrup, the cheap sweetener that's used in most sodas, has the same nutritional value and taste of sugar. A can of regular soda typically has about 40 grams of high-fructose corn syrup and 140 calories. By comparison, the same amount of apple juice has about 38 grams of sugar and 165 calories, but companies can tout the vitamins and other nutrients juice provides.

Aspartame, the artificial sweetener commonly used in drinks such as Diet Coke and Diet Pepsi, doesn't have any calories. But some drinkers worry about the fact that the sweeteners are not naturally occurring in nature. Public perception has been colored by past studies that have suggested it caused cancer and brain tumors in rats even though The American Cancer Society says there's no evidence showing it has any link with an increased risk for cancer in adults.

The concerns have led soft drink companies to search for natural, zero-calorie sweeteners, including stevia, which is derived from a South American shrub. Natural sweeteners have neither the calories of sugar nor the negative associations of artificial sweeteners. The trick, however, is figuring out how to make them taste good in colas.

"Every sweetener has its own notes that need to be mixed with other flavors," said Mehmood Khan, chief science officer for PepsiCo. "It's a bit like an orchestra playing music, as opposed to one instrument."

So far, stevia is the natural sweetener that has gotten the most attention and is already used in Coca-Cola and PepsiCo products, including orange juice and bottled teas. But it's proving more difficult to hide the aftertaste in colas.

Soft drink makers are testing different extracts from the stevia plant that they hope will be easier to blend. They're also scouring the world for other naturally occurring sweeteners, such as one called mogroside that is extracted from monk fruit and a derivative of a berry called miracle fruit.

Coca-Cola, based in Atlanta, says it's currently testing additional drinks that use stevia and other natural sweeteners but declined to give details. The tests are part of the ongoing "home-use tests" the company conducts, in which consumers may be given a six-pack of a new product to try over the course of a week.

To accelerate the pace of such trials, Coca-Cola two years ago dedicated a production line at one of its plants solely to churning out test beverages. But taste isn't the only consideration for the world's biggest soda maker.

"Some of the very exciting (sweeteners) we're playing with are really small in terms of production and planting, and they need to be nurtured," says Katie Bayne, president of Coca-Cola's North American soda business.

Coca-Cola also is testing versions of its Sprite and Fanta that use stevia in Atlanta, Detroit, Louisville, Ky. and Memphis, Tenn. The drinks have about half the calories of regular Sprite and Fanta (70 per can, instead of 140 or 160, respectively). But the "Select" drinks fall short of the ideal because they have high-fructose corn syrup.

PepsiCo, based in Purchase, N.Y., is also on the hunt for new drinks that use natural, no-calorie sweeteners. In 2010, the company entered a $62 million, four-year deal with food flavor company Senomyx Inc. to develop natural sweeteners and "taste enhancers" that can intensify sweetness. Coca-Cola also previously had an eight-year contract with Senomyx; neither of the partnerships has yet produced any products for commercial use.

Dr Pepper Snapple Group, the nation's third-largest soda maker, also is searching for the right combination. The company's line of flavored sodas, such as Sunkist and A&W Root Beer, may make it easier to mask the taste of natural sweeteners like stevia than with colas.

At a beverage industry conference earlier this year, Dr Pepper's Chief Financial Officer Marty Ellen said he thinks a "sweetener breakthrough" is achievable in the next few years.

Recreating the exact taste of extremely valuable brands such as Coke and Pepsi is a high-stakes game and companies don't want to rush any drinks to the market. But making a natural cola that doesn't have any calories isn't impossible. Smaller companies such as Zevia, based in Culver City, Calif., already make such colas using stevia.

Zevia is now sold in 10,500 locations ? including Kroger and Whole Foods ? up from just 850 locations four years ago. CEO Paddy Spence doesn't think Coke and Pepsi's efforts to come up with their own zero-calorie drinks will threaten his company.

"When consumers see a brand all of a sudden with different positioning, they see right through that," Spence said. "They'll say 'you're a sugar soda company that has a couple different stevia products.'"

Still, considering their enormous resources, it's likely that soda companies will eventually find a way to make natural drinks with no calories that taste good, says Mike Jacobson of the Center for Science in the Public Interest.

"If you look 10 years ahead, we're going to see a different marketplace for sodas," he said.

Introduction To Golf

Golf is a complex game that has rather easy rules. While it is easy to understand the concept of golf, mastering the game is difficult and takes some time. Golf has been round in many parts of the world for hundreds of years. Golf has always been known as a sociable game. Today, golf has become a competitive sport, thanks in part to televised tournaments and million dollar winners.

As competitive as golf may seem, it is actually more self-competitive than anything. The golfer is always striving to beat his or her personal best and to complete holes in fewer strokes than the last time. Each hole in golf is assigned a number of strokes that it should take to reach from tee to cup. The shortest holes are par 3 holes, which are 3 shots from tee to hole. This means you should be able to tee off and make it onto the green in your first shot, leaving two shot to putt the ball into the hole. Par 4 and par 5 holes allow 4 and 5 hits respectively. While this is considered par, don't expect to make it in par anytime soon. Even many professionals don't make par and even then they don't make par on every hole. The total of all your swings for each hole is marked on the scorecard. The grand total of all 18 holes is added up at the end. Par is normally 72 strokes.

Most average players try to beat 100. There are various clubs used in golf. In general, the woods are used to tee off for the first shot of each hole. The 1-wood is known as the driver and will hit the ball the furthest distance. A 3 wood and 5 wood hit the ball closer. To hit the ball the furthest you need to hit the ball with the middle of the face of the wood with a solid contact.

The irons are used for play throughout the rest of the hole. The ball may be located on the fairway. Choose an iron to hit the ball towards the green. As with woods, the irons are numbered with the lower numbers hitting further and lower and the higher numbers hitting higher and shorter distances. The face of the irons is angled to provide specific loft and distance. There are various hazards on the golf course such as bunkers (sand traps) and water ponds.

These make it more difficult to reach the goal in par. Try to avoid the hazards when you can. If you hit a ball into the water you will take a penalty stroke and can drop a new ball close to where the ball entered the water. When the ball goes out of bounds you must take a penalty stroke unless you are able to play your ball. If you lose a ball on a hazard or in the rough you may take a stroke penalty and drop another ball near where your ball went out of bounds.

The bunker provides a unique difficulty. Use a sand wedge to loft the ball out and up onto the green. If the ball is close to the green but in the taller rough you can use a pitching wedge to lift the ball out and onto the green. Once the ball is on the green, use your putter to carefully hit the ball into the hole. There are many different golf courses.

There are two main types of golf courses including public and private courses. Public courses are available for public use while private clubs are designed for members of the club only. The cost to play golf can vary greatly. The price per round of 18 holes may be under twenty dollars at a public course or may be more than a hundred dollars at a private club.

Golf courses are typically designed with 18 holes. Some smaller courses are available with only 9 holes. Many golf courses offer golf carts for rent while others are strictly walking-only courses. You can learn more about the course before you play. Golf resorts are hotels that include world-class golf courses. These resorts provide all the amenities that are necessary to golfers and non-golfers alike. Public courses are usually the least expensive and are suitable for daily play.

Golf is a sociable sport and one that will carry you throughout your lifetime. Golf is often played with work colleagues and clients. The game is one that can be played throughout your lifetime. People of any age can play the game, making it a fun sport to play with family, friends, and co-workers. The more you play golf the better your golf skills will become. Golf can be a frustrating game at times because while it looks very easy to do, it is actually difficult to master.

Writers Guild of America -- Screenwriter Survey Reports Scripters ...

EXCLUSIVE? FINDINGS INCLUDED: The major findings of the newly released 2011 WGA Screenwriter Survey (click here?for full report) are that ?screenwriters believe their status in the Writers Guild of Americaindustry has significantly deteriorated over the past several years. The most flagrant studio practices contributing to this decline, ranked in order of frequency, are: free rewrites, sweepstakes pitching or bake-offs,?late payment, free prewrites, and idea theft.? The Writers Guild findings included:

? One-in-four screenwriters reported leaving prepared materials behind as part of their pitch

? Three-quarters were asked to revise those pitch materials for the major studios, while requests at the smaller studios happened half of the time

? Producers were more likely to ask for revisions, but three-in-ten reported major studio representatives requested revisions to pitch materials

? A majority were asked by the major studios to work before being paid for commencement

? Most screenwriters received only 1 or 2 guaranteed steps in their deals from the studios

? Optional steps were common in these deals

? Nearly two-thirds say the major studios and over half say the smaller studios never exercised any optional steps in their deals

? Almost half were asked to do uncompensated rewrites at a major studio, with four-in-ten saying the studio representative made the request

? Smaller studios were somewhat less likely to ask for uncompensated rewrites, but a greater share of the requests came from studio representatives

? A majority of those working at major studios did the uncompensated rewrites because they felt it necessary to keep their current job or get hired in the future

? Nearly a quarter believe they were paid late by the major studios in 2011

According to a statement from WGAW Board Member David S. Goyer to me on the declining business conditions screenwriters face:

?Less movies are being made and that means fewer jobs. This means more competition between writers and the pressures become enormous. In this type of environment screenwriters rightly feel like they are being exploited. I?ve had to do free rewrites, often been expected to start work before any type of payment is made, and I?ve frequently been paid late by major studios. I think those qualify as symptoms of business conditions in decline.?

On the issue of one-step deals, WGA Board Member Bill Ray made this statement to me:

?One-step deals are a danger on several fronts. First, they are a fairly blatant means of getting writers to do several steps for free. Second, they artificially empower producers who can now convince writers to do a ?producer?s draft? by claiming to be speaking for the studio when that producer may in fact have no idea what the studio wants. Third, one-step deals yield timid scripts. Writers aren?t going to be very likely to take chances with material if they?re writing with a sword hanging over their heads. Good scripts take time. They also require some experimentation ? the drafts that help you find your story. Contracts ought to reflect that, just as they used to. Lastly, perhaps most practically: would you really want your project written by a writer who?s so anxious about being fired that he or she is spending all their time booking their next job instead of throwing themselves into the one you?ve hired them for??

Here is the email that went out today:

Dear WGAW Member,

Earlier this year, the WGAW, in conjunction with WGAE, undertook a survey of screenwriters in order to assess the current state of the theatrical business. The Guild has been increasingly concerned, based on anecdotal evidence from our members, about deteriorating conditions in screen employment and the rise of certain industry practices that harm both screenwriters and the overall quality of films produced. Screenwriters were invited to complete a series of questions that detailed their theatrical pitching and employment experiences during 2011. The respected independent research firm of Fairbank, Maslin, Maullin, Metz and Associates (FM3) conducted the survey.

The major findings of the survey are: Screenwriters believe their status in the industry has significantly deteriorated over the past several years. The most flagrant studio practices contributing to this decline, ranked in order of frequency, are: free rewrites, sweepstakes pitching, late payment, free prewrites, and idea theft.

Ultimately we want to change those behaviors. How we achieve that goal is the question, and your continued engagement will be needed to help find answers.

To view a summary of the report click here.

Thank you to the screenwriters who took the survey. If you have any questions about it or the results, please email screensurvey@wga.org.

Scientists connect seawater chemistry with climate change and evolution

Friday, July 20, 2012

Humans get most of the blame for climate change, with little attention paid to the contribution of other natural forces. Now, scientists from the University of Toronto and the University of California Santa Cruz are shedding light on one potential cause of the cooling trend of the past 45 million years that has everything to do with the chemistry of the world's oceans.

"Seawater chemistry is characterized by long phases of stability, which are interrupted by short intervals of rapid change," says Professor Ulrich Wortmann in the Department of Earth Sciences at the University of Toronto, lead author of a study to be published in Science this week. "We've established a new framework that helps us better interpret evolutionary trends and climate change over long periods of time. The study focuses on the past 130 million years, but similar interactions have likely occurred through the past 500 million years."

Wortmann and co-author Adina Paytan of the Institute of Marine Sciences at the University of California Santa Cruz point to the collision between India and Eurasia approximately 50 million years ago as one example of an interval of rapid change. This collision enhanced dissolution of the most extensive belt of water-soluble gypsum on Earth, stretching from Oman to Pakistan, and well into Western India ? remnants of which are well exposed in the Zagros mountains.

The authors suggest that the dissolution or creation of such massive gyspum deposits will change the sulfate content of the ocean, and that this will affect the amount of sulfate aerosols in the atmosphere and thus climate. "We propose that times of high sulfate concentrations in ocean water correlate with global cooling, just as times of low concentration correspond with greenhouse periods," says Paytan.

"When India and Eurasia collided, it caused dissolution of ancient salt deposits which resulted in drastic changes in seawater chemistry," Paytan continues. "This may have led to the demise of the Eocene epoch ? the warmest period of the modern-day Cenozoic era ? and the transition from a greenhouse to icehouse climate, culminating in the beginning of the rapid expansion of the Antarctic ice sheet."

The researchers combined data of past seawater sulfur composition, assembled by Paytan in 2004, with Wortmann's recent discovery of the strong link between marine sulfate concentrations and carbon and phosphorus cycling. They were able to explain the seawater sulfate isotope record as a result of massive changes to the accumulation and weathering of gyspum ? the mineral form of hydrated calcium sulfate.

"While it has been known for a long time that gyspum deposits can be formed and destroyed rapidly, the effect of these processes on seawater chemistry has been overlooked," says Wortmann. "The idea represents a paradigm shift in our understanding of how ocean chemistry changes over time and how these changes are linked to climate."

Subprime Crisis (Part II) | MBA Term Papers

2.???? Lending standards seem to have eased more in the United States

US maintained a loose lending system as compared to other countries. It kept the rules quite lenient in documentation standards, loan to valuation ratio, and also it allowed such loans where prices are not paid at the early stage of their lives. As the consequence of this, longstanding homeowners ended up with zero or in some cases even negative value. The reason behind for misbalance between rates was due to legislative and policy changes that were made by government to encourage development in non-conforming lending sector. The other factor was that the federal government wanted to reduce dominance of Government Sponsored Enterprises (GSE) in home mortgage market. It was observed that referencing wave of 2003 had fallen with an overall fall in fee income within entire industry.? As per the report by Federal Reserve?s 2004 Survey of Consumer Finance, around 45 percent of the houses with first mortgage were refinanced within the time lag of three years.

The lenders were responsible for such ease in underwriting standards. Their prime objective was to give a strong competition to non-conforming mortgages as they were gaining strong market. Soon the lending banks made their entry into mortgage market through their mortgage lending subsidiaries. All these factors resulted into such scenario that promoted increase in arrears and default rates. While providing the loan, lenders hardly cared about the repaying ability of the borrowers; rather they where paying importance toward the collateral value.

Another reason for formation and development of financial crisis in US was the early rise in mortgage rates. The rates rose with great pace which was not at all anticipated. This was an exceptional case where as the mortgage arrear rate increased with moderate speed in other countries. Surprisingly, the increment in rate occurred before the macro economical down turn was triggered and melt down in housing sector started. It was observed by Federal Reserve?s Survey of Consumer Finance that home equity loans increased from 5 percent in 2001 to 8.6 percent in 2004. This was due to increased use of secondary mortgage, called piggy back. These loans became highly popular and people find these loans more attractive compared to paying for mortgage insurance. ?These piggy back loans were not disclosed to the first mortgage originators. Hence, this silent second line accounted for nearly 25 percentages of securitised subprime loans and 40 percent securities in 2006. The loan-to-value (LTV) ratio went on increasing and soon crossed the 100 percent financing standard. The same state in LTV ratio was also observed inUKand Netherland. ManyUSbuyers used third party funding while making down payments. Such involvement of third partly acted as a catalyst for accelerating LTV ratio.? Interest only and negative amortisation loans also gained high popularity in US during 2006 onward. As per the Loan Performance data, interest only-loans accounted for 33.7 percent of the total securitised purchased loans in US during first quarter of 2007 and 7.3 percent of the loans were negatively amortised. These negative amortisation products were commonly known as Option ARMs or pay-Option ARMs and they played a vital role in sending borrowers into a negative equity.

?

3.???? Arrears rates deteriorated before the economy did

Before the onset of housing sector fall, high rise was noticed in mortgage arrear. As the result rates started in moving up with a faster rate and continued just before the economical downfall. This upward trend in economy was seen even before the rate of unemployment started booming. But as soon as the credit standards got tightened, arrear rate slowly lost their momentum.

Through tightening of the credit rate, lenders tried to reduce availability of subprime loans but this set was taken quite late, so it was unable to reduce the primary default which had already taken place. Conditions were exactly opposite in other countries. The movement in arrear rate was quite unusual if one compare it to the fall in housing prices.

Sophisticated telecommunications infrastructure - All VoIP News

Hong Kong has a sophisticated telecommunications infrastructure. The report covers trends and developments in telecommunications, mobile, Internet, broadband, and converging media including VoIP (Voice over Internet Protocol) and IPTV developments.

Hong Kong, a Special Administrative Region of China, has built one of the most sophisticated and dynamic telecommunications markets in the world. Hong Kong's regulator, the Office of the Communications Authority, has played a major role in developing the telecom sector. The country has put in place substantial infrastructure which supports one of the world's highest penetrations of mobile and fixed telephone services at around 210% and 50% respectively. To boot to Hong Kong's strong innovation edge, its close geographical proximity to mainland China makes it a key gateway for all foreign telecom companies and equipment vendors. Hong Kong is as well a key regional telecommunications hub and is the landing point for a significant number of strategically important submarine cables.

Hong Kong provides 85% of all households with access to broadband connectivity. The number of broadband subscribers represents about 75% of the total internet subscriber base, supported by a large number of ISPs. The extensive FttX, DSL and cable coverage coupled with a large fibre optic footprint has driven the market for triple play services and IPTV.

The mobile market continues to evolve as operators ready themselves for deploying LTE (Long Term Evolution, latest standard in the mobile network technology) services. The market shows few signs of cooling and the cycle of a new innovation and the subsequent battle for market share is about to begin again, even during 3G deployment has but to reach its peak.

- In a densely packed market that has over 2 million TV households, there were over 1.3 million IPTV subscribers and over 1.1 million cable TV subscribers in Hong Kong going into 2012

- A continued boom in mobile communications, in particular in mobile data is driving the need for additional spectrum. Total mobile data usage has witnessed an explosive growth with a year-on-year increase of 189% and on average each 2.5G and 3G subscriber sends 400Mbytes per month.

- Fibre deployments continue to expand to over 60% of all broadband subscriptions and has resulted in Hong Kong becoming a world leader in terms of its broadband connection speed and competitive pricing.

HTC 'preparing' Jelly Bean update for One XL and One S, no date yet

HTC 'preparing' Jelly Bean update for One XL and One S, no date yet

HTC has a long history of both raising and dashing hopes of Android upgrades on its devices. Moreover, the Australian network Telstra has often led that emotional rollercoaster, which means the detail on its software update page above is probably best approached with an air of detached calm. It tells us that both the HTC One XL (the global version of the American One X) and the One S have official Jelly Bean updates being "prepared" by HTC -- which is slightly more specific than what we last heard on this subject, when the manufacturer said it was "excited" about Google's latest OS version and planned to support it "across a variety" of handsets. If you happen to own a non-LTE, Tegra 3-based One X, then the absence of that handset on the list doesn't mean much -- that model simply isn't part of the carrier's line-up.

[Thanks, Will]

Obama bracing to be outspent by Romney

WASHINGTON (AP) ? Barack Obama surprised the nation when he became the first presidential hopeful to raise more than $100 million in one month and later broke with tradition to bypass public money for his 2008 campaign. Now, he could raise eyebrows again: He could be outspent by his challenger.

Obama, who four years ago broke just about every fundraising record for a presidential hopeful, has now been forced to look his supporters in the eye and confess he might not keep pace with Republican Mitt Romney. It's a sobering realization for his campaign, which had imagined an unlimited budget for ads, offices and mail.

"I will be the first president in modern history to be outspent in his re-election campaign," Obama wrote to supporters recently.

It wasn't supposed to be this way. Conservatives just two years ago feared Obama would raise and spend a billion dollars in the 2012 campaign. Now, there is a real possibility that Romney and his official partners at the Republican National Committee could overtake Obama in total spending.

Obama would not be the first incumbent to come up short of a challenger. Sen. Bob Dole outraised President Bill Clinton, according to the Center for Responsive Politics, a campaign finance watchdog. Ronald Reagan outraised President Jimmy Carter. Dole lost in 1996 and Reagan won in 1980.

How did Obama go from fundraising juggernaut to money chaser in just four years?

In the early days of the 2007 primaries, he used fundraising success to puncture Hillary Rodham Clinton's aura of inevitability. Obama surpassed Clinton's primary fundraising in the first two quarters of that year ? $25 million to Clinton's $20 million from January to April, and $31 million to Clinton's $21 million in the three months that followed.

The numbers shocked observers and inspired supporters to give even more to the fresh-faced, first-term senator from Illinois. But now that magic seems elusive.

"They bought into hope and change and they're not getting it. There's some buyers' remorse," said Greg Mueller, a Republican strategist who is a veteran of Pat Buchanan's presidential campaigns.

Then, the potential was so great that Obama became the first modern candidate to bypass the public financing available to presidential candidates, and the spending limits that come with it, since the system was created in 1976 in the wake of the Watergate scandal.

At the same time, Obama shunned independent groups that sought to help his campaign and told supporters not to give to them. In his mind, he simply didn't need them and urged allies to shut down independent efforts to attack rival John McCain. He preferred to level criticism of his choosing, on his own terms.

But two years later, midterm elections yielded defeats for Democrats who lost their majority in the House. Early fundraising reports in 2011 showed the Republican independent groups were awash in cash, and Obama relented. With an economy that hasn't recovered quickly enough for voters, he opted to accept whatever help he can find, giving the go-ahead for outside groups to raise and spend cash on his behalf. His top advisers now are helping the groups he once abhorred, but he sounds unhappy about it.

"In the next four months ... there's going to be more money spent than we've ever seen before. Folks writing $10 million checks to try to beat me, running ads with scary voices," Obama lamented at a fundraiser Tuesday in Texas.

Part of the about-face was fueled by the Republican primaries. Casino magnate Sheldon Adelson donated $20 million to an independent group that, for a time, kept former House Speaker Newt Gingrich afloat. Adelson now is backing a pro-Romney group with at least another $10 million.

Like Obama's official campaign and its partners at the Democratic National Committee, outside groups on the Democratic side are at an admitted disadvantage.

"There's no doubt that Romney's campaign and the super PACs supporting him will outspend the president's campaign and the super PACs on our side," said Bill Burton, a former Obama aide who is now running an independent pro-Obama group. "There's more money on the Republican side."

Obama demonized Wall Street bankers and they responded by closing their wallets. He also has called on wealthier Americans to pay more in taxes ? hardly an inspiration to donate, his advisers concede. For some of his most liberal supporters, he has not done enough to promote stronger unions or tougher environmental laws.

And, unlike four years ago, Obama is not campaigning as an optimistic vessel of hope and change. In September 2008 alone, he raised $150 million.

Obama and his allied DNC committees raised $71 million in June, short of Romney's and Republicans' $106 million. Romney's June haul was just the second time in history that an American campaign and its partner committees passed the $100 million mark, and signals the 2012 GOP presidential fundraising could break Obama's 2008 record of more than $745 million. The reports also mark a second consecutive month Obama trailed his rival.

"We had our best fundraising month yet, and we still fell about $35 million short," campaign chief operating officer Ann Marie Habershaw told supporters in an email that asked for as little as $3 to help.

Or, as campaign manager Jim Messina put it: "We got beat."

That's not to say Obama is broke or even certain to be outspent. And if he is, it's unlikely to become a determining factor in the election. While campaigns need money to pay staff, finance travel and buy television ads, money alone does not win elections when both candidates are financially competitive.

From the days when Obama and Romney formally announced their campaigns, Obama and his affiliated party groups have raised $552.5 million, compared with Romney's $394.9 million. The nonpartisan Sunlight Foundation broke down the numbers and noted that Romney would need to bring in $39.5 million more than Obama each month to exceed his total.

That leaves a steep climb for Romney, but not an impossible one. Conservatives who were skeptical of Romney now are rallying behind the GOP nominee after a topsy-turvy primary season that saw their favored candidates come up short. Polling shows Republicans eager to vote Obama out of office.

Romney's vice presidential selection in the coming weeks will create additional buzz and likely unleash a fundraising wave for the final months of the campaign. So, too, will the August week he accepts his party's nomination in Tampa.

The password you can use without knowing it

EVEN the most sophisticated electronic security can be defeated by forcing someone to reveal a password. But what if sensitive information could be stored in your brain in such a way that you couldn't consciously disclose it, no matter how hard you tried?

That is the promise of a new technique that combines cryptography with neuroscience. In initial tests, volunteers learned a password and later used that password to pass a test, but could not identify it when asked to do so.

The system is based on implicit learning, a process by which people can unconsciously learn a pattern. Hristo Bojinov, at Stanford University in California and colleagues designed a game in which players intercept falling objects by pressing a key. The objects appear in one of six positions, each corresponding to a different key.

Unbeknownst to the players, the positions of the objects were not always random. Hidden within the game was a sequence of 30 successive positions that was repeated over 100 times during the 30 to 45 minutes of game play. Players made fewer errors when they encountered this sequence on successive rounds, and this learning persisted when the players were tested two weeks later.

The results suggest that the game could form the basis of a security system. Users would learn a sequence unique to them in an initial session and later prove that they know it by playing the same game. Crucially, previous studies have shown that people cannot recite sequences that are learned in this way.

This phenomenon occurs in everyday life: consider, for example, how people are able to include new words accurately into a sentence without consciously being aware of the rules behind the grammar that they are using.

A person could conceivably try to discover the sequence by forcing the password holder to play a similar game and watching to see when they make fewer errors. But because the sequence consists of 30 key presses in six different positions, the chances of piecing together the sequence are slim. The creators estimate that testing 100 users non-stop for a year would result in less than a 1 in 60,000 chance of extracting the sequence.

The system needs to be more user-friendly before it can be deployed commercially. And like other security systems, it could be broken by hacking into the system used to authenticate users. For these reasons, Bojinov says it is more likely to find applications in high-risk scenarios when the code-holder needs to be physically present, such as to gain access to a nuclear or military facility.

The system has potential advantages over biometric methods, which rely on recognising a unique trait such as an iris pattern. "Authentication doesn't require explicit effort on the part of the user," says Ari Juels, director of RSA Laboratories in Cambridge, Massachusetts. "If the time required for training and authentication can be reduced, then some of the benefits of biometrics, namely effortlessness and minimal risk of loss, can be coupled with a feature that biometrics lack: the ability to replace a biometric that has been compromised."

Bojinov will present his work on 8 August at the USENIX Security Symposium in Bellevue, Washington.

Top 5 Investing Tips for College Students | Moneyhacker

College students who manage to juggle the expenses of school and life, while still finding a way to save enough money to start investing, are in a phenomenal position. Getting investment accounts set up in your late teens or early twenties will guarantee you have decades to accrue interest, while also insuring you have enough time to weather any potential financial storm. A strong investment account is a diverse account, so if you're getting started in college, you should keep five particular investments in mind. You'll always want to create a mix of investment types, with some liquid investments that are safe, and some risky investments you're getting into long-term. Here are five tips college-age investors should consider.

The first thing you should do is invest yourself in a Roth IRA. It's not exactly an investment, but it's the long-term safety net that you'll count on when you retire. That may seem like a long time off, but that's exactly the point. Investing consistently, even if it's a very small amount, each and every year, will lead to huge gains as that interest compounds.

Next, get yourself into a mutual fund. Again, it's a minor miracle that you've been able to ferret away any money for investments, and managing those investments while maintaining your education and social life might be close to impossible at this point. All mutual funds have a manager, who works day and night to make the mutual fund perform as best as it can. Even young mutual fund managers will know a heck of a lot more about making it successful than you will, so investing your money that way will help guarantee a safe, reliable return.

Even if you haven't even thought about it before, investing in life insurance while in college is a fantastic idea. Again, time is on your side, and you want to use that to your best advantage. Investing in life insurance while in college gives your policy a long time to gain value, giving you small but consistent returns. You'll save a ton of money buying it while you're young, and of course you'll have the peace of mind and protection it brings, if anything terrible were to happen.

The other 'safe' investment you should consider are strongly rated corporate bonds. Whatever money you put here you know will be available to you after graduation, when you need a cash infusion to start your professional life. They won't offer a huge return, but there's very little risk, and the interest rate will always be better than through a standard bank savings account.

Finally, you can push the safety net a bit by investing in a stock index fund. You'll need those opportunities for real growth in your investment, and this will be the spot where that happens. Remember, you may have fifty, sixty, or even seventy years of investment in front of you, and if you look at the history of the market, people that have been able to buy stocks when they're low and hold onto them indefinitely have done the best. You don't need an online bachelor degree in accounting to figure this out, just find yourself a managed stock index fund. This mutual fund will tie into the performance of the overall market, as opposed to individual stocks. So if you're willing to risk part of your portfolio, this is the way to do it.

98% La Grande illusion (Grand Illusion)

All Critics (60) | Top Critics (10) | Fresh (58) | Rotten (1) | DVD (9)

It's among the most understated anti-war films ever made, effortlessly humanistic but far too subtle to indulge in preaching.

A model of simplicity and grace, with emotional effects that move you when you least expect it, the kind of great film that only a master can pull off.

It's still one of the key humanist expressions to be found in movies: sad, funny, exalting, and glorious.

It's an excellent film, with Renoir's usual looping line and deft shifts of tone, though today the balance of critical opinion has shifted in favor of the greater darkness and filigree of The Rules of the Game.

An artistically masterful feature, the picture breathes the intimate life of warriors on both sides during the [First] World War.

Renoir has created a strange and interesting film, but he owes much to his cast.

See it and you may begin to appreciate the sorts of standards for greatness that the cinema is capable of setting.

a monumental humanist work

Its very simplicity of utterance gives it a purity that makes other films that try to express similar sentiments feel forced and obvious.

Funny, heart-wrenching, nail-biting, caustic and profound, touting the futility of armed combat while turning imprisonment and escape into a microcosm for society's aspirations and contradictions.

Renoir's 1937 anti-war masterpiece created a new genre, the POW movie, and with his 1939 La R?gle du jeu constitutes a diptych of unparalleled excellence.

A timeless classic of acting and filmmaking genius that uses the artificiality of war to explore the very construct of society, and is a classic must-see.

The great illusion is that these men of the officer class are somehow different from the masses who suffered the bloodiest of wars. Renoir proves that they are not.

A vividly humanist, anti-war classic.

A sorrowful, acutely thoughtful, and wholly imperishable masterpiece...

Tragic. Moving. Funny. A pure joy.

The film makes its moral point about the futility of combat by emphasising the interconnectedness of all humanity via such shared experiences as hunger, desire and friendship. It's also a ripping yarn with a vein of charming and sometimes risqu? humour.

La Grande Illusion retains its power as an example of European camaraderie and co-operation.

It ranks proudly alongside The Rules Of The Game as Renoir at his stunning best.
